Strongbox Atlas points not working

I have all of the atlas points for 'increase chance to have strongbox' and 'increase chance to be Rare/Unique' and yet after running around 30/40 maps I've only seen 1 unique strongbox. And it wasnt even the type I had selected for 'Researchers Plunder' atlas point. My friend who doesnt even have any atlas points found 2 unique strongboxes in the span of 6 maps. Feels bad. Please check that the atlas points are working as intended.

I've been gathering information on this over the course of the last two patches.

Out of ~57 maps with all Strongbox nodes + Ecological Shift I had 2 unique strongboxes.

Out of ~30 maps with no strongbox nodes + Ecological Shift I have had 5.

A common theory that seems to be correct is Normal/White strongboxes are overriding the unique boxes. It is also possible that the box type selector is the culprit but I haven't tested that yet.
