Rathpith Globe consumes life on Choir Storm Jade Proc

Unsure if this also happens on Cast on triggers however every proc of lightning bolt consumes health even though it doesn't have a base cost. Is this cost intended for spells that do damage without a cost? It's currently obliterating my health.
