Ice Shards Skill Crashes Instance with Rearm and/or Fork Support.

## Description of the Bug:
When using the Ice Shards skill in combination with certain support gems, such as Rearm and Fork, the game instance crashes consistently.

## Steps to Reproduce:
1. Link Ice Shards with the following support gems:
- Rearm Support Gem
- Fork Support Gem or Gamble Shot Support Gem
2. Enter an instance (e.g., map, zone).
3. Use Ice Shards multiple times in combat.
4. The instance consistently crashes after a short amount of time, though not immediately.

## Expected Result:
- Ice Shards should work without causing any instability.
- The game instance should remain stable after using Ice Shards with these support gems.

## Actual Result:
- The game instance crashes consistently after using Ice Shards with Rearm and Fork mechanics.

## Reproducibility:
- **High** – occurs consistently under the described conditions.

## Additional Notes:
- The crash issue seems to be related to the hazard limit, with the crash being more likely when Fork is combined with Rearm, generating an excessive number of hazards.

There is a bigger issue there with ice shards, I am getting a DC when i use Ice Shards with "Escalating Mayhem" and "Efficient Contraptions" in the skill tree.
