Arc not working as intended

I am a stormweaver and was trying out the new arc. first off, arc damage is still way too low to be a viable build. now on to the issue with how it works. i understand that in the patch notes GGG stated that arc would not cause shock. that being said, you can use electrocute and the damage with build electrocute up but it takes a long time. in the stormweaver ascendancy it says "All damage from hits contributes to shock chance." i tested this with frostbolt and it has a small chance to apply shock but it will. arc on the other hand will not which seems contradictory to how the ascendancy node works. on top of that, the pulse that comes from arc hitting a shocked target does not happen. so 2 things wrong with arc not including the poor damage, the ascendancy node for stormweaver "shaper of storms" should but does not work with arc and the explosion for arc is not happening

This is intentional behaviour, if something is forbidden to shock, Shaper of Storms can't overcome it.

So far, you're the only one who's reported this. What skill did you shock with?

orb of storms with the conduction support gem. I may also be part of .1% of the player base playing sorcerer right now. How i read shaper of storms was that "All" damage from hits contributes to shock chance. maybe my definition of all is different from yours or maybe the tool tip for the node is worded incorrectly.
