can gloomgown's base delay be fixed?

after i worn it it's base delay is fixed at 10 seconds. but is it in the development purpose that it cannot be affected by any other option like 'fasten energy shield rechargement speed'? as apep's suprimacy provides it.

I use the lich's ascendency "Eldritch empowerment". it's an ability that if i use energy shield then it's rechargement delay doesn't be cancled or reset.

but if i use gloomgown then after i hit or consume my energy shield, then my rechargment delay became reset.

lich ascendency is suck, it's bunch of bugs and useless stuff.
