Rogue Exile - Chances

Hi, i invest all the points of atlas on Rogue Exiles and select the node of 100% more chance of wearing Intelligence items.

I dont know how much are the chances of encounter Rogue Exiles and how much to wear Intelligence items, but i feel that is too low.

I encountered only 2 Rogue Exiles on more than 20 waystones..and both was strengh drops (mercenary).

This is normal, or this atlas points is not working?
