Blood boil doesn't function with herald of blood

I've tested this a few different times, with both on, with herald off, and with different kill methods.

I'm playing a bleed build and went ritualist specifically for this interaction, by the wording of the skill it should work "Enemies in your presence accumulate blood boils periodically. When they die, the boils pop applying Corrupted Blood to enemies near them."

When an enemy dies while bleeding they explode from Herald of blood, but do not spread corrupting blood.

-Turning blood herald off will cause corrupting blood to spread.
-Killing an enemy in a way that doesn't proc HoB will spread corrupting blood
-Not 100% positive on this, but it appears as though enemies dying to corrupted blood proc HoB if active, and again to not spread corrupted blood. I need to change skills/remove incision to be sure about that though.
