Can't cast spells when energy shield breaks

Hi I have a very strange issue happening to me where I can't cast spells when attacked for example contagion and essence drain. It's like I've been silenced for 4 seconds. Dark effigy however doesn't get affected for some reason. I've been trying to figure out when it happens and it seems like it's every time my energy shield breaks. The game is unplayable for me at the moment unfortunately.

I think you play Lich and took Eldritch Empowerment notable. One of its effects is

Non-Channelling Spells cost an additional 3% of maximum Energy Shield

This means you can't cast most spells without ES (you must have sufficient ES to pay the cost).
