Bloom Serpent spectre AI broken

Been testing various spectres and came across Bloom Serpents. If you summon one they behave as expected. If you summon more than one, only one will do anything. The others stand still or teleport to the summoner if out of range but they will not walk or attack. The non-functioning ones also have the appearance of a normal mob, not a ghostly spectre look.
