Bloodrite Guard (Flail) refusing to spawn as spectre

I tried to spectre Bloodrite Guard from Temple of Kopec because of their multiple projectile attack
no matter if i put in 1 of them or 5 of them, they would just keep respawning instantly, and I could click on the reservation button past my spirit limit.
