Frenetic notable doesnt work

as title states, using lightning spear and have a maximum of 6 frenzy charges, from taking that cluster and Fervour

What part of that isn't working, then?

3 default max, +1 from Frenetic, +2 from Fervour, is 6, right?

sorry i should have specified. i dont generate up to max charges. i feel like it might be capping at 3, since i only ever go above 3 if i generate charges while already having charges, but even then i havent generated up to 6.

tested again, seems like i was just astronomically unlucky in the first few maps, it does indeed work
