FSR 3.1/4 Implementation

I'm sure this would be quite low on the priority list, but with how excellent FSR4 has proven to be with the new AMD 9000 Series cards, I would really love to have official FSR4 support in my new favourite game.

Side note: loving everything I've seen about 0.2 so far, looking good GGG keep up the good work!
