Ratling scepter not summoning the 2 skeletons

Hello,

I have a some Rattling scepters equipped, I can see the summon skeleton warrior in the skill pane however no skeleton is summoned.

Tried in the hideout, on maps, nothing happens.

I have like 200 unreserved spirit.

Please let me know if you need more details about the bug.

The scepter is a lv3 (it has no requirements on it, I have tried with higher level ones and it is the same.

I can see the skeletal warrior skill in the skill pane, there is no toggle for it, but also no exclamation mark on it, there are no socketed gems in it.

I am monk lv 92 and would like to use sacrifice on the 2 skelly to get power charges with profane ritual as a boss prep.
