Potential bug with Sacred Flame unique sceptre

Im using Doryani's Prototype, and have -176 lightning resist, and I'm using Sacred Flame so (if Im not mistaken) all enemies in my presence should have -175 all resist (because of "Enemies in your Presence Resist Elemental Damage based on their Lowest Resistance" from the sceptre.

You deal damage as if the enemies had -175 fire/cold res, but their actual fire and cold resistance value does not change.

Yes, this should work.
