Prism of belief Diamond - Plasma blast +3 is not working

The Diamond only increased the skill level by 3 when placed into the slot, but the DPS did not change.

Indeed there is a bug. Damage wont change when socketing the diamond prism of belief with +3 level of plasma blast skills. Plasma Blast damage remains the same.
