Quest Rewards Skill Gems

So im coming from this as someone who knows levelling and story line levelling more than 99.99% of the player base (im on my 7th toon now...)

But, the issue is the serious lack of Spirit Gems at lower levels, can we not simply have the quest rewards that reward you skill gems, award you either a spirit gem, skill gem, or just 1 of each

There are not too many quests that will keep the market flooded, but enough to keep you to upgrading your own skills, for instance on this toon, im on level 13 skills, but 2 of my spirit skills are stuck on level 9 and 11 but i have 15 spare level 12 and 14 level 11 skill gems... clearly an imbalance :)
