My Ranger can't equip any quivers

The issue is that the bow you have equipped isn't on your active weapon set. You have weapon set 2 active, not weapon set 1 that your bow is equipped on.

Quivers will say that you can't use them if:
Your active weapon is a bow
You have bows equipped in both weapon sets, and the quiver is on the inactive weapon set

The underlying issue, the part of the game that doesn't make this clear, is that the inventory screen when using Controller always displays your character as though it's wielding weapon set 1. So, in this case, you can't tell that you're actually running around with your fists out and your bow stowed away.
