POE2 - Buff Bug? - will only proc on off hand

As of 15/01/2025 (UK FORMAT)

Note -
I am using controller

I am running Grim feast and cast on shock, I have high enough int and spirit.

The issue is that when I try to active either or both buffs on my main hand, they do not active, nor does the UI show that spirit is being used. - Neither buff works in game either, so its not a visual bug

In order to fix this, I need to active either or both on the offhand weapon tab, doing this, the ui shows spirit being used and they are active on my hotbar AND work in game. - I do not have a offhand weapon, but i do plan to use one at end game.

This ?bug? seemed to start after equipping an offhand by accident then removing it, I have attempted to equip an offhand and removing it just incase, but the ?bug? still remains.

I also do not have any gear that is reducing stat needs etc.

Any help would be great
