Controlled Metamorphosis Diamond Corrupted bug/glitch?

I bought an Controlled Metamorphosis Diamond for 20 divine as i thought is was a great deal only -5% chaos resist and -5% elemental resist. and a 10 for the radius from corruption, but the normal range is 1-8 so the 10 says unscalable value and it does not work at all and this seems like a glitch/bug as a good corruption roll multiplying with 1.2 should not give it zero radius??(it does not work at all)

They vaaled it and it got rid of one modifier, but they still sold it.
