Cultist Greathammer

Cultist Greathammer's implicit is very broken.

First, it scales with AoE (seemingly even more than it should) despite the alt-text stating the 1.8m is an unscalable value.

Second, rather than causing strikes to deal splash damage to surrounding targets, it converts them into an AoE, striking ALL targets in range simultaneously, and THEN dealing splash damage to all targets in overlapping AoE's. Striking 5 enemies close together will one-shot the group, while the same enemy alone will take 5 hits to kill.

Strike skills are inherently AoE skills - all strike skills have the AoE tag too. You don't hit just one enemy, which you realize on the beach.

It's about 3-5 years since that changed in PoE1.

ah, so they are.

Still, the scaling is definitely bugged, and I would think the initial targets of the strike should not take splash damage. I can't imagine they intend for you to be able to one shot Xesht.
I think I have felt this using Boneshatter. using the cultist great hammer feels great because it seems like if you hit any primed enemy within splash damage range, it will trigger bone shatter on all of them and obliterate the screen. After switching to a different mace I seem to be missing boneshatter hits constantly and having to spec into accuracy so I don’t miss and get overwhelmed by the crowd of mobs that otherwise would have been obliterated had I used the cultist great hammer.
