Kalguuran Expedition bug - mobs are unkillable

Think I found a bug. Am doing a T14 Sandspit. Have an expedition on it. Can't kill mobs, or rather their life doesn't go below something like 80%. They don't regen either. I had a pack chase me half way across the map to see if they were maybe influenced by a rare, and still a no on killing.
