Locked progress, Alva won't move after Matlan Waterways teleport to drowned city

I finished Matalan Waterways, then teleported to the drowned city (to a party member) without talking to Alva.

I got the idol to open up the Temple of Kopec, but my quest state is locked.

Alva is at the top of the stairs and won't come down.

I ran Matlan Waterways again, pulled the lever, and it showed the map with no animation. I went back to town, the water is down, I'm able to enter the Drowned City, but Alva is still at the top of the stairs.
