How are affixes rolled?

When I roll an alt orb does it roll for affix then roll for tier? Or does it roll in a giant pool of affixes where each tier is equivalent. This is relevant for an item that say has 2 affixes:

+2 to lightning gems
+% to physical.

Here physical has 8 tiers of rolls. When the alt orb (or regal or exalt) rolls the item does it roll for affix? E.g. 50% chance of lightning or 50% chance of physical? Or does it roll for tier, e.g. 8 of 9 rolls will be different physical tiers.

Also does anyone know if different ilvl's have effects on how often a high level tier rolls?

You really mean prefix or suffix. Not sure which one.

Anyhow, some item modifiers don't show up until certain levels, there is a thread somehwere here that should tell you when certain ones start to show up. Some also can't happen on certain items or only on certain items. Keep in mind this and you should be good to go!

regardless i did not understand the example the op gave. From my understand the 'tier' the op mentioned is affixes themselves so you just roll from a huge pool of affixes that can possibly be rolled based on item type and ilv.

I'll rephrase the question.

lets have an item which can roll only +2 to lightning gems or + %phys damage. Now there is only 1 lightning gem mod but for + %phys damage there is Heavy Serrated Wicked Vicious Bloodthirsty Cruel and Tyrannical for different amounts.

When the affix (here it is a prefix, but yes affix = prefix or suffix) is rolled does it can roll one of two ways:

1. roll "lightning gem level OR %phys dmg" then roll "Heavy Serrated Wicked Vicious Bloodthirsty Cruel or Tyrannical". Aka 50% chance for lightning gem

2. roll Heavy Serrated Wicked Vicious Bloodthirsty Cruel Tyrannical or lightning gem, aka 12.5% chance for lightning gem

So which way is it?

Trying to figure out basically how hard it is to craft weapons. On a similar note, has GGG said if all affixes are equally likely no matter the ilvl? (The ones that can roll of course)

Affix Stat = Affixes sharing the same stat, for example "Base Physical Damage Reduction Rating"

Affixes are either Prefixes or Suffixes. A magic item can have one suffix and/or one prefix.

Some Affix-Stats are probably rarer than others. Some Affixes might be rarer than others.

It would make sense for it to roll the Affix-State first, this would be weighted on Affix-State-Rarity. After this the actual Affix is chosen, this might be evenly spread because this is limited by Item Level.

So I guess GGG hasn't commented on this before? That doesn't surprise me.

Has anyone ever done testing for the relative rarity of different affix/ affix tiers rolling?
There's data on map affixes here. I can't find one for items though.
