POE 2 - Prayers For Rain, Keth Raiment unique affect is not working?

The affect says that, "Energy shield recharge is not interrupted by damage if recharge began recently", but it seems the energy shield recharge still stops if i take damage within 4 seconds of it starting, both self inflicted and npc dealt damage.

Same here. Just reworked my entire tree just for this to not work. Shame.
