Resistance Charms - Innate Resist + Resist On Hit

In order to improve resistance charms, I would like to make a suggestion to the developers. Resistance charms should provide a small innate resistance bonus along with a big resistance bonus on hit. With this change, resistance charms would be useful in all stages of combat (useful on initial hit) along with providing an additional resistance bonus when triggered...
Resistance Charms: • Ruby Charm: +10% Fire Resist (innate) + 15% Fire Resist (on hit) • Sapphire Charm: +10% Cold Resist (innate) + 15% Cold Resist (on hit) • Topaz Charm: +10% Lightning Resist (innate) + 15% Lightning Resist (on hit) • Amethyst Charm: +6% Chaos Resist (innate) + 12% Chaos Resist (on hit) With this change, resistance charms would provide an innate resistance at all times (e.g. no charges). I'm fairly confident resistance charms would feel more useful to the player having an innate resistance bonus when you've got a missing resist on your build. charms are just a poor design. They have less uses than a potion and the use is automatic with a huge delay between refills. This makes them highly inferior to potion which you used when needed. Now they usually activates when you don't need them and when you do, they are out of charges
