Event Horizon needs to be changed.

So, I've always loved ED/Contagion and when I saw how insanely cool contagion looks in game, I've been doing my best to make it work.

What is Event Horizon?

Event Horizon is a passive in the tree that reads:
53% increased Chaos Damage
Lose 3% of Life and Energy Shield when you use a Chaos Skill

Event Horizon is in a cluster where you MUST get it to reach the next major passive, which is Spaghettification.

The whole cluster gives:
117% Increased Chaos Damage
7% Increased Attributes
3% movement speed
-13% to Chaos Resistance
23% Reduced Light Radius
Lose 3% of Life and Energy Shield when you use a Chaos Skill

So you can tell it is pretty much a must have cluster of chaos builds, but the problem is how those 3% prevent energy shield from regenerating and also halts regeneration as if you were hit. So now you need to avoid being hit but also avoid casting spells to get your ES to recharge.

Does it make the game harder? Nope!
All it does it making the game boring because you gotta wait for ES regeneration after combat even if you did not get hit at all. Or make you run in circles on bosses while waiting for the recharge.

In a CI build, it is just boring having to wait every 3-4 packs of mobs for your ES. Because remember, you are losing 3% every spell, takes between 2 to 5 spells to kill a group of enemies, depending how close together they are for contagion to spread. So you lose 6-15% ES, and then you have to just stop and regen that.

Can't I just use Grim Feast?

Yes-ish. I believe Grim Feast is actually not OP when you pretty much can't regen energy shield in combat. But it also might get nerfed, because the builds that can regen, easily doubles their ES in 3-4 groups of enemies.

The solution:
Simply make so Event Horizon is not a hit. Thus not stopping/preventing energy shield recharge when you use a spell. You still lose the ES, but if you weren't hit, you can regen back.
