Arcanist's Etcher doesn't really work?

Can anyone explain how Arcanist's Etcher work for wands?

I've tried to upgrade a rare wand with it.

Supposedly it should upgrade the wand's spell to a higher tier, but I've tried it 3 times already and I don't see any changes to the wand's stats or its spell.

Quality to caster weapons adds quality to the skill granted by the weapon. They are essentially like gemcutter prisms for those skills.

if they are its not working, also very useless compared to increases to damage of melee weapons

Yes, that is what I was told it supposed to do. But when I check my wand's spell with ALT key - there's no quality modifier applied to the spell.

Well, maybe not as good as for melee weapons, but it's still something.
The only thing is it's not working at all.
Should I file a bug to the dev team? I don't see anyone mentioning it on the forums.

Caster Weapons just got shafted in every way (quality, rune sockets) to counterbalance the fact that caster builds were (and probably still are) just better than martial builds across the board.

It is intended. GGG are just bad at coming up with inventive solutions, so they bandaid things like this and try to pass them off as "interesting" or "smart".

Look at how they defended the act resistance drop lmao. "Oh no, we can't make resistance rolls on gear meaningful otherwise".

Havent tested it myself but someone told me that quality on wand increased projectile speed.
