Mental Alacrity Passive Bugged

I've just invested in the distilled required to annoint this passive to my amulet, only to realize that it's broken. The passive on the tree itself works fine but if you annoint it, none of the modifiers are applying (cast speed, mana regen, and INT). Really unfortunate as now I have to spend more again to find something else to annoint and pray whatever it is, works. Please fix!

If I allocate mental alacrity on tree, I don't get the bonuses either, and I cannot even unallocated it once allocated. However, when I relog, it gets unallocated and my points which I unallocated to allocate mental alacrity get reallocated. Very weird.
