Act 3 Cruel Legacy of Vaal quest bugged

Was in a party with my friend and after defeating Ketzuli, he triggered the cutscene where Alva raises the portal. From then on I cannot do this myself and the quest is stuck in a loop. It keeps telling me to travel to the Temple of Kopec and when I get in the temple it says to talk to Alva but she's nowhere to be found. Can't progress at all.

Iam hard locked as well. I think it started with me being stuck while in the elevator animation.

i got no way to progress the game now either.

I was able to fix it by switching servers until the quest reset itself. I had to do the quest over but it worked second time around.
