Whispers of the brotherhood ring not fully converting?

Tried to pull some shenanigans on my Merc, turning my rocket launcher (exploding bolts) into a tesla launcher.
I used blue flame bracers to convert fire to cold, then with the ring to convert cold to lightning.
But the whispers of the brotherhood ring isn’t doing its job.
