Does iLvl of an amulet matter for rolling +melee skill?

So I have an amulet(iLvl at 77) rolled with +1 melee skill. Can i use a Divine Orb and reroll it to a higher +skill, potentially up to 3?

No, divine orbs will not change the value of +lvl to melee skills as it does not change the tier of the modifier, just the values within a modifier tier.

Damn, you are saying my iLvl 77 amulet could have gone up to +3 skill, but got the short end of the stick with the roll.
