Skill effect duration strength perspective

The warrior has about the same number of skills that benefit from longer duration as shorter duration (both small numbers), which makes picking either of them up from the passive tree feel detrimental. Eliminating 3 node paths is awkward but not a real problem. My problem is that I want reduced potency of slows, but all instances of that is either behind increased duration, decreased duration, or block chance (I don't use a shield).
Solution 1 is moving the slow potency passives, but that doesn't actually fix the problem with effect duration. Solution 2 is to somehow make skill effect duration only affect the skills that benefit from it. I feel like this is a bit over controlling, but with the number of strength skills that are actually affected by this, I don't know how you could make a build that could benefit enough to actually allocate these.
