Lightning Warp (Sorc) Game Design problem

I really like how this skill combines long range movement and damage, but it is utterly useless.

I oneshot everything so I have no opportunity to use lightning warp ever, as it only functions on targets with low hp.

Is it the kind of skill that punishes strong players/builds?
