Low tier waystones from high tier maps

Why am I getting multiple low tier maps (2-6)from tiers 10+?

I am trying to progress through the maps even corrupting them in hopes of getting higher tiers or at least the same tier maps and instead i am getting bunch of low tier maps that arent worth a thing

I am using distiled essences, tablets and pretty much everything there is to buff the drops even have bunch of points in atlas tree for it, but all i am getting are useless low tier maps and because of that I am progressing backwards
