GPU usage 100% and voltage limit - 50FPS main menu

Hello,

Having an odd issue where my GPU usage is at 100% and MSI afterburner is saying I'm hitting a voltage limit. Before I would just restart my PC and it would solve it, but now restarting isn't helping the issue so I have stable FPS.
