How to fix loot in maps - Guarantee loot

So a lot of issues come form rarity on gear and how much it matters. Even with removal of rarity there will be problems with progression as exalts replaced chaos. Why is it important?

Chaos orbs in poe1 were usefull but also werent a way to craft gear. Rolling maps, rolling gear sometimes, crafting bench, clusters, map device, t17 etc. thats their use
Exalted orbs in poe2 are key compontent to crafting and such lack of exalted orbs means you lack currency to give a chance to subpar items.

Lack of chaos means you dont have currency to trade but outside of that you can use other tools to get gear, in poe2 lack of exalted means you cant trade and you can't get gear.

How to fix that problem?
Rares drop guarantee exalt.
It sounds delusional at first and can create issues for low level map farming rather than high tier map farming etc. "Why would i farm t15 when i clear t1 in 1/3 of that and get simmilar ammount of exalts"

There would be some rules to this

Each 2 map tiers would add aditional rare to map. T1 would start with 3 rares and t15 would have 10 rares. This would make t1 rushing kinda viable but you lose bases for crafting, exp, mechanics etc.

Campain has common bosses that drop currency, as such rares would start droping exalts only at maps

It scales with party size (3 people in a map = 3 ex per rare

It affects only natural rares on map (no ritual/expedition/breach rares), rare packs added with map mods would still give exalts.

Its pretty much current loot+1ex from each rare

"But economy"
Its EA. Economy still develops, if they would make exalts common we would most likely use them still in inflated numbers or we would find another currency as a replacement. Thing is, with this change exalting an item wouldnt feel as bad as exalts would be lets say 3-5 times common. 4 exalt slams would be around 1 exalt slam now.

"Bots in 1..2..3.."
If someone wants to bot and farm low level maps then they will do it either way, its a difficult problem to solve with this change but there is deffinetly a way

What would we gain by that?
With that we could get even at the start of maps a guratantee to craft 1 item. Any base you want, say you have this kinda nice but not enough to slam item - slam it, maybe it will be something good. In endgame we could use exalts to slam the maps with them being so common and by doing so up the rewards as well as a difficulty.

Overall i see it like that

Pros:
Accesible crafting in maps
Better progression
Ground loot still important
Killing rare feels always good
Progressing in tiers awards you with more guarantee exalts per map
inwesting in maps alows for return in investment
League mechanics become a way to gain unique gear and resources (omens, breach rings, cores, jewels) rather than requirement to gain acces to basic crafting
Casual players can build their characters while pro players can use exalts to juice their maps and still get other currencies that will replace or be worth more exalts

Cons
Botting
Economy crash is possibility
There may be huge inflation (considering how exalts are supposed to be common use there shouldnt but who knows)

Since we already stole the concept of monoliths in Last Epoch why not go the whole way?

Each Atlas run has a chest that appears when you clear maps and return to hideout/etc.

Waystones can be modified to guarantee specific base item types or unique types on that chest. Even currency.

Maybe not waystones as they are just transmute(+aug) or alch and go but if there was something like CoF has where you can socket stones and they influence what gear drops it would be pretty nice

"200% more rare drops - no unique drops"
"100% more exalt drops - no regal drops"
"300% more regal orb drops - 50% less rare drops"
