Valley of titans medallion not dropping.

I've played through act 2 about 6 times now and never had this happen. The right half of the medallion in valley of titans refuses to drop no matter how many mobs I kill in act 2 on every map. I slotted the left side already.

This is happening on my titan lvl 32, I already completed the act but I can't seem to get the medallion to drop. and it never dropped the entire playthrough of act 2.

I just got them both today, same places I always get them. One from the Lost City and the other from The Bone Pits
