Voltaic mark "not existing"

So i have a problem, i use in my build voltaic mark and it is preaty much crucial. Everything was working as intended, but one time when i had to take off my bow which gives me dex. logically my spells didnt work, but when i did what i had to do, every spell went on except voltaic mark.
