RND, stats and loot

My PoE2 experience:
I've finished the campaign Acts 1-3 and then Acts 1-2 on Cruel. Never entered endgame. The problem: The loot drop chance is kinda low, all stats are random, you cannot change stats as it is too expensive to reroll. So you use any expensive currency only for trade and never for rerolling item stats. To get more items and currency players just maximize item rarity stat and it became the main OP stat. There are also some useless stats like light radius, developers just took them from D2, but they do not have any use in PoE2 and are just a waste. The solution: Rework stats. PoE2 is a new game, you do not have to completely copy any other game. Light radius must be deleted. Item rarity must be removed from item stats, but players need some compensation for that. Like increase item rarity by default for 30%-50% in campaign, and increase it with entering harder and harder endgame content. Increase drop rates on the currency again taking into account current exchange rates - the more it costs, the more it's drop rate should be increased. For the currency that is used to reroll already existing item stats some changes must be made to protect the stats that we cannot allow to be rerolled. Like if I have a +6 cold spells staff with +100% spelldamage and light radius, I want to protect +6 cold spells and +100% spelldamage, and I want to let light radius to be rerolled.
