Moscow server occasionally in Sweden. Connection problems.

I play on the Moscow server, when I enter the hideout I have a stable ping of 60 without losses.
Using the netstat command I made sure that I am connected to IP 91.206.197.22 which is located in the Moscow region.





When I enter the map my ping is rising and unstable. The character stuttering, it is impossible to play.





In the game client it says that I am still on the Moscow realm, but through the netstat command it shows me the IP 146.75.117.229 which is located in the Sweden.






Usually it happens in primetime 8 PM (MSK)
