About Charms system, I'm so confused...

1.First of all, where can I inspect how much of charms charges do I have now? Is there no UI to indicate those at all? The only way is hovering over the charms itself, Is that intentioned or just ill-designed?

2.How can I increase the quality of charms?

3.Does golden charm performs before the kill or after?

If you mouse over the charm it tells you how many charges it has.

Other things i have no idea. For the most part they seem pretty useless as they only activate after said condition is met, to protect you from the next one. +25% to elemental resist wont help if the attack oneshots you because you dont have capped resists.
