Final Letter, Cruel (Unsure bout A2)

If you have the final letter for the quest in act 2 on cruel difficulty, and complete the act, the quest does not display who to hand in the letter to in town, aka no quest icon above the NPC you need to speak to. It's honestly not hard to figure out.
