choir of the storm + collapsing horizon interaction unclear\broken

the lightning bolt skill from the amulet implicit does not updrades from collapsing horizon "+ n to level of all elemental skills" mod

when i equip both items the level on lightning bolt tooltip goes up but the damage stays the same as if quaterstaff mod dosent affect the skill

seems there are many bugged interactions with the choir of the storm, and here is one more
