Gemling Legionnaire Enhanced Effectiveness not working with timeless jewel keystones

Enhanced Effectiveness states "Inherent bonuses from Intelligence, Strength and Dexterity are doubled"

The notable Circular teachings, given by Heroic tragedy timeless jewel, states "Strengths inherent bonus is 1% increased Energy shield per 2 Strength instead"

Given the wording one could assume this interaction should would work and double the bonus even when using the timeless jewels Keystones.

I have just tested with the strength variant of the keystone. But I would guess it does not work with any of the keystone variants.
