Fresh clip not working with hailstorm rounds

As the skill description states, Hailstorm rounds would [load] before firing, but does not trigger [Fresh clip] support;neither does the auto-reload process trigger that.

On the other hand [Emergency reload] works fine with that support on this skill, which can be confirmed on skill panel.

just tried this myself and it is still not working
