Redflare conduit bug?

I have been noticing while using redflare conduit, that whirling assault only triggers on its first hit the chance to gain charges. is this a bug or feature since it says on HIT for the item, but whirling assault does multiple hits

Currently it seems to be bugged where the first hit determines crit, procs etc for the whole animation, all of the consecutive hits. If you don't crit on the first hit you won't crit with any of the next hits.
