The Matlan Waterways Choppiness

While in the matlan waterways, after pulling the "canal lever" I'm seeing extreme choppiness.

I did not look into what details are required to submit a bug, and I'm unsure what telemetry is already in place to collect performance/logging etc when correlated to a bug id, so please let me know what details you do not already have that would be useful and I will gladly supply them.

Some things I've tried:
- restarting my PC and ensuring all apps are closed other and PoE 2
- turning water graphics settings down to: low

It seems like I can't include a screenshot so I will just say that it appears like my CPU AND network is spiking during the choppiness.

Network: I'm using commercial fiber and when testing my connection to a node in Chicago I see ~500 Mbps, 16ms latency with 1ms jitter, and 0% packet loss leveraging a cloudflare based speed test. My PC is hardwired into a asus gaming router with the stock MSI network interface, latest firmware installed.

CPU: AMD Ryzen 7 3700X 8 core. No spikes noted on the windows based performance monitor, it only shows up in the games graph.

Please let me know if any other details would be valuable.
