Canada (east) servers are unplayable

I'm in Toronto and I have to play on texas/washington DC servers because Canada servers are so bad.

It's not the latency because I have higher latency on the U.S servers.

Something else is going on, which I can't understand.
My game is stuttering as if I have 10 fps but the fps is still 60.
