League Atlas Passive Unlock is Prohibitive

For context, I am a Stormweaver Spark CI/MoM character that has done dozens of Tier 16 maps and hundreds of Tier 15 maps at this point. I have unlocked 8/8 Breach Passives and 6/8 Ritual Passives so far.
Currently, the way that you unlock league-specific atlas passive points feels very prohibitive. The opportunity cost of running them (in the case of Ritual) vs. trading the invitation away too high. To the point that it feels bad to run them just to unlock your passive points. The exception is probably Breach, since the splinters and breachstone currently seems to be a bit more accessible. For Ritual, it is a combination of the loot from the boss being valuable, the invitation itself being rare, the passive points feeling mandatory for the league mechanic to feel fun/profitable, and the fact that you walk away with nothing from a single death. Which on paper sounds like it is a meaningful player choice. But in practice, just makes the experience feel awful and frustrating. The higher the wall of entry, the worse it feels. It promotes a rich get richer environment in trade, as those that can afford the currently 24 divine cost to unlock 8/8 Ritual passive points are able to farm more effectively than those that either can't afford it or are unwilling to gamble and potentially walk away with nothing. And those that choose not to, will be perpetually hamstrung significantly for that league mechanic. I feel like there should be a means to get league-specific atlas passive progress that is decoupled from the pinnacle boss/loot loop (much like how it was in POE1).
