Raging Cry does not grant any rage if socketed into Seismic Cry

I partially figured this out -- Seismic Cry socketed with Raging Cry only grants rage when it heavy stuns an enemy (ie -- fires its cooldown).

Infernal Cry doesn't have any cooldown bypass ability, so it grants rage on every use / every cooldown.

Given how everything is worded, I still think Seismic Cry should grant rage on every use, regardless of whether the cooldown was triggered or not.
